kind of? depends on the AI. One of the most common machine learning methods is to just have the AI do literally every option possible at the same time and then only keep the ones that score enough "points" and then run it again with the AI now knowing which of those previous things scored what.

everything is just super complex if statements. That's the beauty of logic, everything can be boiled down to it.

Ye! To reduce the validity of an AI because is uses if statements doesn't quite make sense to me. It's still 'thinking' per say, and many examples can 'think' in more complex nature than plants and some animals.
