How is that racist?

The same way voter ID laws are racist.

By itself I don’t know that it is racist but when in context of the other memes that usually accompany it on the nine site it’s pretty blatant.

What's the correct level of analysis?
Should this meme be looked at on its own?
Or should the possibility (which I don't see as certain) that the meme was associated with other memes which may or may not be racist means that it is racist?
That seems to be "guilt by association" to me
