Nope, you are correct. Often on emergency scenes the valuables have been stolen off the victims before the cops and medics arrive - even sometimes their medical bracelets and wallets containing their medical cards.

The same goes for medicine in the vehicle, backpacks, jackets, and sometimes shoes, depending on the response time.

It could be more of a thing here, since quite a few of the highways people use daily to commute to and from work are located next to townships or informal settlements, providing quick getaway and hiding spots for the thieves of opportunity.
