Strapping down the sand so it doesn't fall off the trailer

So just so you know it's the law in some states that no matter what is on the trailer it has to be strapped down. Chances are he was told by a cop to strap it down so he did this.

Leaving the straps loose and unbuckled is probably not a good idea.
