Elsa spends 90% of her life sequestered in her room because she's afraid.
.
The rest of the plot of the first movie centers around her abandoning the sister she'd previously held an incredibly strong bond with, forcing the kingdom to plow ahead with a faceless ruler.
.
The one time she has to show her face something goes wrong. She responds by IMMEDIATELY running away to live with creatures she made and could control, leaving her sister to deal with the fallout/looking after the kingdom - which didn't work and said sister shortly thereafter ended up nearly being married by trolls to some guy she'd just met while she was on deaths-door.
.
You can argue Elsa did all this to protect other people but it didn't work and her actions all came from a place of fear. I'm not sure where the Bravery and Loyalty points are coming from but this is definitely a skewed scale.
Tbh I only read the first sentence of your comment and it struck me how Elsa could be in Star Wars canon a Sith. After all, fear of what you cannot control is what lead a once great Jedi down the road to where he became one of the most feared and notorious Sith of his era.

To be fair, she literally controls an element
Like man she could ice over a continent and what can the red scary man do? Vibrate in anger with his light stick? Smh
