Well- in fairness this is one of the first truly good “gotcha” moments I’ve seen for GOT ending gripes. That said... it actually supports the ending. The three eyed Raven was fighting for all living men. He wasn’t trying to watch out for the north or for this house or that- he was neutral of politics and the like so long as it served to defeat the night king. Being lord of Winterfell would have given him a duty to put winterfell first. Likewise- it would have cemented where people saw him in politics- as standing with and for the north above all.

This is even MORE important if Bran knew he would become king. To break the wheel he has to end the old rivalries. He has to create a new and United Kingdom. The lord of winterfell on the throne would be a Northman on the throne- not the three eyed raven. Coming from noble northern blood there may already he perception of bias in any decision he makes concerning the north-

However the fact his father is dead, he rejected leading his house for his neutrality, and his other actions distance him from the north. It is also key because Northern honor would see any king from the North who might make decisions against the north as a “traitor” of sorts. Likewise- to have a leader of a northern house on the throne would likely cause political unrest in the north itself. Lord Stark on the throne is a political landmine in the landscape created by the series events.

With the night king gone, Bran CAN go into politics- for the good of ALL living men. Now- wether he saw himself king or not- having a deer running one house is a recipe for war. That’s like Iran getting Nukes. It kicks off a world wide power vacuum. It makes the house of Stark more powerful than the throne and whoever sits on it- and any ruler in power would be challenged and need to either get Bran by their side or kill him. The House Stark would have drastic and unfair advantage over all others and others wouldn’t like that.

But if he serves ALL houses and ALL men as king- that isn’t so much an issue. There is also the issue of war after the war. Civil war etc. It’s not just a question of who has the character to be king- but who can BE king. Who won’t be a polarizing force that has enemies and bad blood- who won’t alienate or anger, who won’t be seen as an easy target by schemers looking to take power in the power vacuum of a shattered government and military?

Sansa has the chops but is north as they come. Her appointment would anger many and cause division. John is an assassin who many in the north already see as a suck up to foreign (non northern) interests and a breaker of his oaths. Tyrion is a lanister which already is bad blood. He’s also much despised and has true and untrue scandals and bad blood galore. The “true” Heir- the blacksmith can’t do the job. He’s too honest and naive, he doesn’t have the skills or disposition, and he has virtually no support. He would not be seen as noble and would be seen as weak and easy to overthrow. Not to mention his lineage being as much a liability- and continuing the dynasty of previous rule is hardly breaking the wheel.

Tl:dr- the three eyed raven can’t serve Winterfell because he is very powerful. It would cause unbalance and unrest. War and future conflict. He also can’t because he has a duty to ALL living men and not just those of his house or the north. There are also political reasons. As king his power belongs to all the houses and all the kingdom. Having a king who sees the future benefits all in the kingdom, and having a king dedicated to all human life benefits the world. Beyond that- the lord of Winterfell can’t be king for political reasons without problems. So if he knew he was to be king- he couldn’t take the job as Lord Stark because he’d be creating the next war.
