Not really--if your city doesn't have the population to benefit from running buses that often, then it doesn't make sense to. Empty buses cost money and hurt the environment. If you know the bus only comes once an hour, then make sure you get to the stop on time. If that isn't realistic then look for an alternative way to get to work. If you have a large population, but not many people ride the bus, you may be able to get more buses/bus routes if you can convince enough people to start riding the bus. Beyond that, it's your responsibility to get to the bus on time. The only way the bus is at fault for you being late to work is if the bus was running late.
Taking the bus is often cheaper and better for the environment. It's a good option--if you can get to the bus stop on time and the routes work well for you.
But yes--getting a car would be an option for an alternative way to get to work.
Public transportation in Houston: No buses for an hour, then 3 all stacked up and all full so you can't get on anyway and wait another hour to try again.
Busses in Ireland are every few minutes. First time I missed a bus I was sure I had just missed dinner and would be standing around for an hour, then another one just rolled up. Plenty of seats too, not like the standing room only bullshit of New York
