Dumbledore didn't tell him to bully his students. As for constant ridicule, a lot of people are bullied as kids. That doesn't give them the right to become one themselves.
Snape was Neville's worst fear. Not the Cruciartus Curse, not Bellatrix, or spiders, or dementors, SNAPE. Snape was a child's worst fear. That's not forgivable.
You can’t judge him for not being able to be better.

I blame him for not trying. He could have been better. He's the one that decided to run with the racist crowd and screw up his friendship with Lily.
James was a dick too, but he grew out of it. Snape didn't.
I don't see the point of romanticizing Snape's obsession with Lily. And that's what it was; obsession, not love. He stalked her. He treated her son like garbage. That's not what love does.
Also he was a spy, right?

Clearly you need to reread the books. Dumbledore didn't want anyone to join the Death Eaters. Snape was already deep in their ranks when he gave Voldemort the fraction of the prophecy that he heard. It's only when he realized that it referred to Lily's family, that he went to Dumbledore and begged him to protect her, and only her. Oh wait, maybe her son too. Maybe. He didn't care. Just Lily. Her fam could die. Didn't matter.
Dumbledore loathed Snape for that, and agreed to use the Aurelius charm, I believe it was called. THAT is when he asked Snape to be a turncoat. As payment for his protection.
