Because it’s only 6ft long In the neck and it’s useful as the trees kept growing taller. Unicorns aren’t the most useful in the way the “popular culture” depicts them. A horn that short and dainty wouldn’t be useful like a Narwhal’s tooth or a Rhino’s horn and this would be weeded out through adaptation
You do have a point but the horn only became short in modern depictions, during the Middle Ages it was very long and in fact narwhal teeth have been known as unicorn horns for quite a while.
