And those of us that still need to go out to buy groceries every two weeks? Certain foods only keep so long, and storage space is often limited in small apartments...
I live in an itsy bitsy apartment, alone, so I've only bought things that last a while. I've got lots of flavored water, frozen foods, the like. I had a bit of trouble getting bread but in a situation like this you just don't rely on bread or milk. Basically you have to be less picky. There isn't much food to be found, but there is food to be found. I certainly empathize with people that have to feed themselves, a spouse, and two or three kids and they're burning food way, waaaay faster than normal so of course they're buying more food than normal when they go to the store. A lot of places are still delivering food and most of the drive through restaurants are still open so there's those options as well. The situation sucks but it's a shitty situation, so people are going to have to change how they do things for a while.

Bread and milk are mostly what I'm talking about, yup. And maybe a few fruits and veggies to try to stay well rounded. I have a good deal of frozen stuff to cook, but as a single person, you can't really buy enough bread or milk to last a month; it'll go bad. I have toast for breakfast, usually, so I go through about a loaf a week. I rarely finish the half gallon of milk that I buy every two weeks or so, but it still has to be replaced once it goes bad. :/ I only eat out maybe twice a month and prefer to cook my own food, but that requires ingredients. Goodness knows I could use some more diced tomatoes. I have a lot of recipes with them, but only one can.
Make pizza at home. It's easier then you think and much cheaper then take out. As for your milk, bake cookies or whatever snack requires milk for baking. The time it takes will kill time if you feel stuck at home and having a sugary treat instead of rationed canned food will help your mental state.
Doesn't seem like that's an issue here, but I live on the Canadian prairies, so things might be different here.
