It's a price on carbon pollution. Governments would create a carbon tax that will be applied on the distribution, sale and use of fossil oil depending on the carbon levels. So it would make fuel more expensive etc so people will look for a greener option. And the other option they will give a preset carbon émission cap to countries, basically the government of a country will sell "pollution permit" to companies which they can exchange between other companies. And with the revenues of the sales of those permits, the government of a country (a smart country) will either give back the money directly to the population or keep it for the government and decrease the taxes on health or income. Like it has been done/tested in Ireland and Iceland for example.

Once asia and africa reach a suffiecent level of prosperity, their population will begin to decline. The whole runaway population growth idea is faulty
