So, the actual story is that the animatronic was very sensitive to water, and Steven Spielberg was told to avoid getting it wet. So, obviously he decides to make the scene occur during a tropical storm and a massive downpour. The skin of the animatronic would absorb the water, and every so often it would start seizing up. So they needed to dry it off with towels and blow-dryers.
That's not the only thing that would happen, the head would also randomly jerk, which could easily get people whacked and that'd be bad.

May I add, I read that because of the humidity the tails would jerk too and at some point a guy had to go Inside an animatronic for repairs, knowing that if the electricity were to shut down he would have been crushed. The power did go out, everyone was clenching their butts but he survived.
