I mean the first “colony” is going to be a bunch of scientists, engineers, and the like. There won’t be money to exchange goods just like astronauts in the iss don’t pay for their dinner everyday. So, they’re kinda right that mars, at first, won’t be capitalist but will instead resemble something closer to either a communist or traditional ‘economy’. I put that in quotes because is it really an economy if there’s less than 100 people and those <100 people are not there to start a society but to study the planet?
For reasons of survival they're more likely to instate a military like society with a clear chain of command and with one person in charge with final say. Once it's reach a certain level of safety and population they'll likely move to a more democratic type government
