from the pic I’d say it’s a case of the local government “fighting homelessness” by blocking all areas they can sleep, and local business owners and artists making the best of the situation by at least decorating the stuff. Or ya’know it could be a heavy rock that’s been there and no one can move it/why would they it’s not a problem for them
It's a rock. In front of a store. They probably put it there as part of a decoration to liven up the place. And they decided to paint it like a rainbow.
I have mixed feelings about these sorts of things.
On one hand, it may seem heartless to block or obstruct a place a homeless person may take shelter.
On the same token however, it is to my mind, a non trivial safety and security concern for both the employees that work in the building and the facility itself when there are potential sheltering spots at or near entrances.
