Logically speaking, it would make sense that since one may stack a card of the same color or face value on another, that one COULD place a draw card on another draw card. The part that DOES NOT make sense is how people think that either that leans THEY don’t have to draw; or that another person would have to draw the sum total.
If we look at the turn order, the phases of a turn, and the sequence of events or “stack,” the underlying card had already resolved by the play phase of the following turn. If I put a 6 on a 6- you wouldn’t think the next person had to play a 12 card would you? That’s pretty nonsensical. The cards themselves imply no cumulative property, nor does anything in the rules.
