Ongoing does not mean active.

you're thinking of "open", it's an open case in that it's not solved, ongoing means that there is active work on it.

They need to open an active case to ongoingly look into how fucked up this world is becoming. Corruption, robbery, and fraud all in one sentence is how I describe my government.
