How is Uncle Sam involved?
Isn't Uncle Sam specifically the military rather than the government?

I thought he was the entire federal government. I could be wrong though.

He's used to represent the US as a whole. US, Uncle Sam. Just like the Union Jack presents the UK. On that note, they might wanna change it to Union Kent or something.
