Spolier Alert!
Bruh I genuinely did not get all the hate that he received. Can you imagine having that big of shoes to fill? The guy was made Captain America in front of the entire country. That kind of pressure fucks you up. And his best friend was killed. I seriously did not hate him for even a second, yes he was cocky at times and desperate and after he took that serum, he let it get to his head, but people were mad at him killing a terrorist and were defending Karli. Shit's wack. He wasn't perfect, but he was not outlandishly evil either.
It's the chin. It's that simple. And yeah, US Agent isn't a villain, he's more of an anti-hero or anti-villain; the serum worked... his worst traits became worse and his best traits became better. If he wasn't haunting himself he MIGHT have been able to fill the void, but he haunts himself and therefore he cannot; this highlights why Capt gave the shield to Sam; while Sam is haunted as well, he doesn't have the serum to amplify and deep down, he's a genuinely good man.
Lol, but yeah. However, Zemo is a literal baron, and his butler pushes the switch at the end, so I believe that it was just Zemo, but if Val is involved, that would make for such good drama, Zemo and Walker working with Val, shit's dope.
