That's a hoax, actual black roses don't exist (although some get close, deep burgundy, intense chocolate colors). The city of Halfati is actually fully submerged.

I was under the impression the roses were so dark a red they look black, particularly when they're not in full bloom

Man, forget the rose (okay, the black rosebuds are cool), I googled it and the history is amazing! Okay, a little f’ed up, but fascinating.
