its effectively the same thing as what we do here in the states, we have our normal hunting seasons for "safe from extinction" game species like deer and turkeys and shit and then we have "reserve hunts" where a certain number of random hunters are allowed to go into a reserve and take a single one animal to keep populations within a "eco-healthy" range.
the main reason this is nessesary is that certain species are un-contested as we killed off all of their predator's populations so they get to local population densities that are far too much to be supported by the land, overeating the plant life, etc.
you may need to meditate on the difference between 'legal' and 'right'

One of the many awful ways that a white tail will die "naturally" around here is being harried by coyotes for a while and then when its finally down and unable to keep running the coyotes are too small to go in for a kill without risking dying so they eat it alive from the back up, itll die from blood lose while feeling itself be eaten, torn apart starting at the back legs.
