Actually if you go to your local police station explain to them what you saw especially if you got the number off of the cop car they will have a word with the police officer. If you feel like your local police station will not do anything about the cop or you feel like it be unsafe for you to do it at that one go to the town or county over.
It is actually a civil duty to report inappropriate police behavior.
I had a cop do that while on a call to my house. He had me on the phone and told me that he was about to put on his siren to get through a red light. Sometimes it really is for a legit reason.
I don't mean to undermine, but the problem has no real legit reason. Using legit reasons for stupid behavior is an insult to those legit reasons.

I’ve seen it too. Sometime it’s for legitimate reasons if they are responding to a call and don’t want to spook the suspects so they need to get through the light safely without the full lights and sirens going the whole time.
