It is important to note that beyond other stigmas, many cultures and their laws often conflate or associate non sexual intimate contact with sexual acts. Using US law for example, depending on where you live, you can most likely be arrested for offering/requesting paid cuddles. You may or may not be prosecuted successfully or at all- but simply being arrested even if you aren’t tried for a crime can have serious repercussions- at the least it is generally a mild to severe inconvenience; though you may be able to get some free cuddles in jail.
