It would be very odd for eggs to be located in those- but not impossible. There IS an orifice near by, and we can’t assume that this isn’t one of the many species of animal or fish where the mouth is an inlet for food AND an outlet for waste, or in several species both as well as their mating orifice. The are Angel the would seem odd here- but evolution doesn’t often have less than efficient systems that through circumstance somehow made it past “survival of the fittest.”
Of course- biologically there are many things about this creature that are questionable. We lack context so I can’t say it is an impossibility but… its long sleek body doesn’t seem to make room for a swim bladder. Many bottom feeders and cartilaginous “fish” lack swim bladders- so perhaps such is the case… but its traits are… a bit confusing.
I’m not a marine biology expert so I can’t say- but I do have trouble figuring out where this creature lives or it’s niche just by looking.
It SEEMS more fantasy than functional reality in its combination of features which are difficult for me to make an evolutionary case for. That said, I am again-

An argument could be made that the "breasts" are the air bladders. Hands would be practical for a civilised society, and most other traits could just be for aesthetics.
I won’t argue against it. Nothing in the possibility you raise is impossible. I would say implausible based on what we know of EARTH based genetics and evolution- hands do have certain advantages, but the fact hands are so.. “handy” also has a lot to do with the fact a species with hands designed most known technology. The arms, or “tentacles” of an octopus for example are capable of amazing manipulation and sensitivity. While our knowledge suggests that a vertebrate (as our mermaid appears to be at least..)I kept wouldn’t develop such appendages, prehensile appendages are possible in vertebrates though most don’t have quite the same fine motor potential, many can be useful for some fine manipulation.
Odd, but not impossible. Evolution is not always what humans would call improvement. It primarily concerns mating, and likewise survival, one must survive to mate and one generally must mate for their genes to survive. So if our “mermaids” came from an environment with very little natural stress and high abundance, it is completely conceivable that their evolution could be primarily the development of traits found attractive, and the traits found attractive not being inherently linked to survival needs. So it could be.
