The attack on Pearl Harbour was performed by the Imperial Japanese Navy. Since aircraft carriers have really hard time sailing through land masses, they tend to prefer travelling at sea. Why do we need to bring aircraft carriers into this you ask? The arguably best Japanese fighter plane in 1941 was the Mitsubishi A6M Zero with maximum range (we are not even talking about operational range) of ~3000 km.
