but that voltage would still dissipate through the wood. it likely wouldn't hurt much. The better way to make a wooden fence secretly electrified would be to run the wire just below the top edge of the planks. That way when it's grabbed, or slid over people would be shocked.

That's true. Especially since electric fences tend not to look all that great.
