If she put the fish in a different temperature of water, then yes. But she could've gotten that water from the tank/bowl the fish was swimming in.

Not only water temperature but also hardness and oxygen. There are a lot of metals an minerals in regular water that could kill a fish. Also is he's kept too long in a plastic sealed bag it he may not get enough oxygen.

But I wasn't the fish's fault! Would you punish a lion if you put it into the same cage as a zebra? The person probably just didn't do their research.

Well, I had 9 goldfish, the regular kind. Over time, about 4 was eaten by their mates, who then proceeded to die of indigestion. There was enough space, food, oxygen, you name it. They were just dickbags.

I must try this. I watch my fish and get so mad when one starts picking on the other!!
