Headlines are almost always clipped like this. This one's full of rhyme and assonance so you give it more than a glance. I think it's pretty strong (if a bit unclear).
Frankly, I don't care if it is strong. If it is unclear, they failed as a newspaper in their reporting. If they can't get the headline right, what sort of state is the rest of the article in?
Have you read the article? If not then you cannot presume that they failed in reporting. The headline of an article is just mean to catch the readers attention and let them know as what the topic of the article is. If you feel you could do a better job, then you should go for it.
