or it could be paper cups. You can't really tell what kind of cup it is. And even though paper is also bad it's better than styrofoam.

No no no!! You're doing it all wrong!! What you gotta do when setting up the cups is put paper on top, quickly flip the cup full of water upside down and set it on the ground, then carefully remove the paper, this way they can't avoid spilling water EVERYWHERE!!
