Yes. This is true. Let me demonstrate with a real, grammatically correct sentence in English:

But it really does mean, it's like the hardest to learn for people who don't grow up learning it. For example, the english language has only one article, and most of the tenses are a mixture of.. Like "would have been". Everything is normal and the only change the verbs have is the participle. While in many other languages, the verb changes with every tense. These are just examples, and the english language has it's tricks too but for foreigners it's easier to learn english than russian for example. (well, it depends on the country you come from I believe) I'm sorry if this text wasn't understandable at all xD
The grammar is easy, the way they speak is not. Try to speak Chinese in a manner that doesn't sound aggressive to a westerner. It's really damn hard. There's so much inflection that you have to put into the pronunciation that speaking softly will lose.

I think what it's trying to say that the three top languages are fierce, undeniable, and consistent, whereas English is odd, uncoordinated, and difficult to understand the reasoning behind it
