It was nothing, I just happened to be playing with my Operation board game in the same room as my mother was watching the news, and everytime the little tweezers touched the metal edges, thin lines of static would appear on the TV by Jim Lehrer's face.

Look up " spark-gap transmitter". Basically tiny electrical arcs were created when the tweezers touched the metal edges which produced radio waves and interfered with the TV signal.

It looks like a hotel so she could be using the Ethernet cable for Wi-Fi, so the cords for the regular electricity and internet cable could've simply had a bad connection.

Something like this happens with my TV whenever I start the microwave. My room is right next to the kitchen & my TV is ancient so yeah, guess it's the same in this pic.
