Supergirl was actually older than Superman and was sent to look after him right after he was sent out of the planet, but when Krypton blew up, her rocket was blown into a kryptonite asteroid which made her basically frozen in time until landing on earth and realizing Superman had already grown up.

The pilot episode was leaked earlier & they explained her background. In the show, her escape pod is sucked into the Phantom zone and then she gets out when general zod does.
