The lobby is a floor. It's the main floor. The one they need to have down to build the other floors.

Just to add to what you're saying: sometimes the Lobby is referred to as the "Ground Floor". My friend lives on the Ground floor of her building and her apartment is numbered "G20", the apartment above her is "120", and the apartment above that one is "220", etc..
