There is NO credible source for any information on any third installment of any Valve IP. None. Anything you read is uncorroborated supposition, internet trolling and well made fan tribute art.

Only games with professional teams that compete in tournaments and recognized by the US as professionals are branded as Esports. The US gives international players the same Visas as pro sports players, so you could say they're pretty official lol.
