The point was more that people don't even try to learn things because they know they could just look it up if they ever need it, but they never actually look it up.
Or because they are too lazy to but the actual effort into learning. I knew several cheaters throughout my school career. Guess what, they were all the kind of person who sits in the back of the room, never turns in any homework, spends the entire class texting or talking to their friends, and never puts any kind of effort into the class.
That is true, but today's school system puts way too much value on standardized testing. There have been a lot of incidents of teachers cheating to improve their students test scores. Some people don't try but others just need to pass and can't because of bad teachers, bad school system, or other reasons.
