Even so, she's only one year younger than the legal drinking age and people have done worse and have had less done to them
It's called punative damages. It would have forced the city to pay her, raise the taxes of the citizens and the citizens would then rethink the election of the people that make the decision on officer policy and hiring.
Sounds like she wouldn't stop when legally commanded to do so, ran over a cop trying to escape, then wouldn't lower the window or exit the car when they did stop her. But, yeah, it was all over water that this occurred.
So, the facts aren't wrong, but presented in a very biased way.
The bottom line is that the cops did not properly identify themselves, attempted an illegal stop & arrest and essentially assaulted her.
A massive, MASSIVE breach of her fourth ammendment rights. That's a huge reason to settle out of court. You don't want the leadership of Smalltown USA all the way up to the Supreme Court for violating the Constitution. The federal government would come down on you like a shit storm.
(They can't have competition muscling in on their action.)
