No, because if you learn from your mistakes each time then when you finally pass you'd be a better driver. Just because it's a test doesn't mean you can't learn from it.
Do you not understand how a test works? Especially a practical one? If you pass the test, then you can drive. Until then you can't. What does the number of times you took the test have to do with it?
That's quite a number of times, but the issue comes when you're taught by someone and learn how to drive like a normal human being and not like the robot they test you on. Don't get me wrong, you can drive like a normal person and not be an asshat, but almost nobody drives following each and every technical rule. It isn't necessary unless you are posing a danger to yourself or anybody else...or of course breaking the law.
In germany, when you fail the test three times, you have to take a special test dealing with your mental capabilities. It is commonly called "idiot test"...
