I use one layer where my butt touches the seat so that I don't stick to it. I don't see any other reason to add more; wipe the seat beforehand so that there aren't piss spots on it.

I personally prefer "The Olympic Ski Jumper" as peeing position. My butt will never touch the toilet seat of a public bathroom.
