An import permit is basically a piece of paper that gives you permission to bring an item into a country (in this case a vehicle) frankly though they are a government pain in the ass and are about as easy to get as pulling a hippos tooth!

Most likely, this bike was stolen and he did not want to bring in the bike legally. Hence why he did not want to get the import permit.

well it's not theirs to destroy it. If they have the right to destroy it they might as well have the right to confiscate it and put to auction.

In most cases they do I'm not sure why the chose to crush it in this case unless the owner refused to sign over the title of ownership which he/she would have to do for the country to legally sell the bike at auction.
