But we don't know Dash's full potential because he is just a child. Look what.Jack Jack could do and he was a baby. Maybe he develop more powers like his sister. Or maybe he will become much faster. That is why I am betting on Dash.
I did a little bit of searching and here's what I found:
Speedy Gonzales: There is no information on how fast Speedy is (or any mouse for that matter,) so I'm assuming he runs about as fast as Roadrunner.
Roadrunner: While no specific values are given for their speed in the cartoons/media, a real-life Greater Roadrunner can travel up to 20 MPH.
Dash: The Incredibles game says Dash can move up to 190 MPH, which supports the fact that he can run on water (to do that, you need to travel 67.1081 MPH.)
Sonic*: The Sonic Adventure DX manual states that he can run 3840 MPH, but he also has the Light Speed Attack, which (as the name states) can make him go as fast as the speed of light.

I'd definitely say Flash is the winner here, but Sonic is a close second.
*I'm not using Game Theory's theory because there are some holes in the logic, such as that a game where you are moving so fast you can't see wouldn't be fun to play, and that Sonic is faster than Mario in other games, such as the Sonic and Mario at the Olympic Games, where his speed stat is higher.
EDIT: I just remembered that Sonic can literally run fast enough to time travel (in Sonic CD.)
I really don't think so. While the Olympic Games aren't entirely canon, it's trying to prove a point that Sonic is faster than Mario (which is why Sonic was made: to be faster than Mario.) And I think the Game Theory isn't very credible because Sonic doesn't run as fast as he can in the original 1991 game (because there's a speed cap) and a game with a character running at 3840 MPH in real time would be unplayable, and maybe even impossible to create.
