You know if you just say "Excuse me but could you move your hair please?" She most likely move it. I know how it is to have long hair some times you have no idea where it is laying. My hair goes to the bottom of my ass it is so long. I have been asked by people to move it because it was in their way and I was unaware of it. I always say "Oh I am so sorry I didn't know." And than I move it. It is all on you for not speaking up.
If someone steps on your foot and keeps their foot on your foot. While they are unaware that your foot is under theirs, it is your fault for not speaking up. Same goes for this.

Also @zarah I been growing my hair out since I was 19 when I chopped it all of for donation at that time it was at my waist. And I was donating it directly to a cousin of mine who is a mom and had breast cancer. I and my Mom was able to donate enough to make a wig for her.
For the record I would never actually fu*k with someones hair. When I was in highschool some kid put that tape they use to fix the bus seats in my hair and it got all gummy and I had to chop my hair off :'(
I have to agree with @mrscollector... it's not that big of a deal. You're all crammed in a tin can. People are bound to get in each other's space. Just say something. By doing something to the hair now YOU are the shitty traveler who was too much of a pussy to say anything; so you went full asshole.
If they're aleep just grab it gently and toss it over to the other side. If they're awake tap them on the shoulder politely so they can move it themselves. If neither work complain to a flight attendant?

There is no way she doesn't know her hair is drapped over the seat like that. I have long hair, I've had extremely long hair and I know when my ponytail is over a seat taller than I am. She probably doesn't like the feeling of the bump in the back of her head from the seat and is not thinking of the person behind her.
