Actually since you take a testosteron producer out of the cycle a male will actually have less and therefore be more calm. Chemically speaking ofcourse.
It's up to legal experts and federal courts. Not "someone else." You'd be hard pressed to find a court that wouldn't consider this cruel or unusual. Regardless of whether or not if the judge would agree with the punishment, a judge's job is to remove their personal belief on a matter and determine whether or not it actually follows the Constitution. And this would definitely fall under "unusual" punishment and I think if one were to think it wasn't; they haven't properly removed their personal beliefs from the situation.
A quick perusing of Google found this to be incorrect. California currently has laws on the books specifying when to use chemical castration and they're not the only state that has tried it. Mostly it's used as a choice by the perpetrator in exchange for a lower prison time.
I just said it's a law in California. If it's a second offense and they were on parole, chemical castration is the next step.

Yeah, like forcing your genitals into a child's orfice is a choice. How about a sporting chance, child rapists can choose between their balls or their life, deal?
