Sad story, but (and not to be insensitive), the kids these days are not taught how to cross a road. Being involved with first on scene with many incidents, the kids and even adults just walk across the road without looking for on coming traffic. When I was small I recall that we were taught numerous times a year of the procedures to follow, and these are not taught anymore :-( I agree, the driver should not have just driven off ( yet, sometimes it is not safe to stop, depending where the incident happens, but then the driver must go to the nearest police station)... The issue is that it might be the education systems fault.
It says they were waiting for the school bus... Not waiting at the bus stop... In other words, the issue is one cannot comment as there is not enough details... Were they playing in the street at the bus stop? We don't know... The fact is still, we need to try to look at ways to prevent this from happening...
They were waiting, presumably on the pavement, because if they had been on the road that detail would've been mentioned.

I'm torn on the issue tbh. On one hand, the media might have left out the fact that they were playing on the street while waiting for the bus, on the other hand it says it right in the title that the car that hit them was speeding. Maybe the kids knew their street well and relied on their judgment and reflexes to jump out of the way, but the driver was going too fast for them to react. Also, as a guest already mentioned, old people have slow reflexes which is probably why the driver didn't stop upon seeing kids. Pushing someone out of the way takes a lot more time to do than slamming on the brakes, so I guess the old lady had such bad reflexes she barely noticed any kids on the road.
Shit like this is why I'm for re-testing people on their driving skills every few years once they hit a certain age. Their reactions get slow, their eyesight bad, their judgment cloudy, and they may end up hitting a kid. No offence to old people, my grandma is actually a really good driver, but there really should be some other tests besides a medical check up in order for old people to keep a licence. Yes tests are a pain in the ass but ya know, retired people tend to be a lot less busy than the working and studying people.
