Yes, but they said that they tell it like it is not, you know, have random outbursts of telling it like it is everyday. It just means that if asked, they might be blunt about things.

I do that, but when I drop compliments, my friends think I'm being sarcastic or teasing them when I'm serious
Being brutally honest isn't spewing everything that comes to your mind, pretty sure that's called a disorder. It's when you tell the truth even when you know you're going to get in hot water.
While that's a correct definition, the posting is still right, cause most of the people claiming to be "brutally honest" are just trying to excuse their constantly insulting people. Being an honest person doesn't oblige you to express your opinion on anything and anyone under any circumstances.

I live in Arkansas and I have a co worker like this who does just blurt out compliments. He will tell you if your ass looks fat in pants, but he'll also tell you that the way you trimmed your beard makes you look nice.
I'm considered to be a brutally honest person and if you are looking great or you do something great I will complement you. Also as brutally honest I don't go around being mean to everyone abd strangers . I give constructive criticism to friends and when asked/appropriate
I know that I can be a really pissy person sometimes, so I really try to compliment people on little things on a daily basis. I really hope it evens out so I don't sound like a horrible human being.
He then proceeded to get reamed by fact-checkers like no politician before him.
