The same thing happened to me. An escort has a phone number one digit off from mine and she accidentally posted my number online. I was getting texts and calls for days. I guess she noticed when she wasn't getting any business.
I don't go to bars/clubs, but I assume if someone is pestering you for a number giving a fake one is the easiest option. You don't want to piss off someone by not giving them a number. Everyone has heard the stories of those psychos killing people because they rejected them. It's a pretty messed up world when you can't just say no to someone.
Don't give out fake numbers and if you feel that you are being harassed to give yours up, alert the staff and let them handle it.
If it's a good bar, he will get one warning and kicked out if he does it again. A good bar will think that they can afford to lose one asshole versus one woman and her entire circle of friends who will in turn cause the male patronage to go down.
If they do nothing, not only is that a bad bar, it's not safe. You don't want to give them your business and you should leave. If you think it's bad enough, call the police and tell them I am about to leave but I don't feel safe. Be sure to tell all your friends, extended friends, yelp reviews, make sure your compliant is officially logged with the police and campaign to get that information out there. If it happens enough, the city can and will shut them down.
It's not the bar that's the problem, it's the people. They can't kick someone out for being creepy. They won't throw someone out for asking for a chicks number. If they do kick them out, they can still stalk the bar, wait for the person to leave and go after them.

Like this story illustrates, you say no and get shot. We need to teach people that they're not entitled to anyone not matter if they are a man or a women. I'd rather give out a fake number then have these types of psychos come after me.
Also, yeah, you can leave the bar but this happens everywhere. You can't just stop having a life if you like to go out. If the places can keep it safe, that's great. But if someone says 'this person is making me uncomfortable' the bar probably won't care. The police probably won't care as well unfortunately because they are over worked as it is. It's just such a crappy world. People only start caring when the tapioca hits the fan.
Creepy is one thing. Harassing for a phone number is a whole other level. If one bar patron is harassing another bar staff at a good bar can and will warn and/or eject them.
