It's because public schools are required to stay separate from religion. That's why it's called the moment of silence rather than moment of prayer.
Though in that case, would that mean that the "under God" part of the pledge can't be said in public schools?
An individual should still have the right to practice their personal religion without fear of punishment. It is actually a right given in the Bill of Rights. Freedom of religion.
I agree that EVERYONE has the right to practice their PERSONAL religion without fear of punishment, as long as it harms nobody, but in my opinion some personal stuff should be carried out in a PERSONAL setting.
I agree @shepard530. However, public schools are kind of forced to take a position of religious neutrality; the most they can do is grant days off for major religious days. Also, how would you accommodate for all religions?
Private prayer is fine though.

Well i personally saw a kid praying at lunch with his head bowed and some kids started saying crap to him till he got up and left. Ive seen football players swear in front of the top staff because they were in with the principal to each their own but im trying to say just let people be themselves.
Who gives a shit about what a kid praying in school? I've never heard of someone being told not to pray - I've heard plenty about teachers being told not to force the kids to do so though. It's not illegal to pray in school, but it IS to force another to pray.
