I've seen pics taken by them that show people flipping them off, picking their noses, and even smacking passengers, so catching a person for not wearing a seat belt is well within the scope of possibility. Besides I got cited once for that last year but was actually wearing my seat belt but my jacket at the time was the same color as the belt (black coat and seat belt) so the ticket was dismissed.
Well you can figure the cameras have to be good enough to read registration plates otherwise they wouldn't know who to cite for infractions. My advice is to be wary of them.
Tinting can be defeated, I have sunglasses that nullify the tint on the back doors of my explorer and they are tinted so darkly that you can't even see the dome light through them at night. Plus the cameras have to compensate for sun glare and bright headlights I'm sure tinting is nothing for them.
It's possible. The cameras go off when cars trigger them under certain conditions (like certain speeds, or a trigger under the asphalt that reads the car's weight passing). My sister got one in the mail for turning on red at an intersection where it wasn't allowed and they tacked on a ticket for no seatbelt. The camera just takes a shit ton of amazingly clear pictures all day, humans look at them and send out tickets for spotted violations. You could spot the color of my sister's eyes in this picture they sent, there was no way of claiming it wasn't her.
That depends on the camera. For instance, speed cameras snap a picture using instantaneous detection, so it's pretty likely he was actually going faster than the camera was programmed to ignore if one of these got him. Then there are so-called red light cameras, these will snap a pic as soon as the car passes and hits the switch under the asphalt, no matter what your speed. There's lots of cameras that will just go off continuously depending on the trigger since a human will be double-checking the pictures.
I'm all for seatbelt laws but if someone wants to kill themselves I say let them do it. Stupid is as stupid does. I think a seatbelt citation should only be used as a fuck-you piggybacking fine on top of something else like drunk driving. Same with just-under-legal bald tires: using them as the primary reason for ticketing someone is mean. It should be used as a kick in the balls for some other offense, not as an offense by itself.
You realize most of these are there because the thing the driver is doing will get more than just him killed. For example: Bald tires. This reduces grip, on the road which could cause the car to spin out or fail to break and hit a pedestrian or another car.
Driving without a seat-belt will almost certainly be very costly for you in an accident (money or otherwise) but if you go smashing through your windscreen at that speed, the flying glass, plastic and whatnot will be very dangerous for the other car or passers by.
If they want to kill themselves, go ahead, but don't endanger other people, and don't complain if you get in trouble for doing so anyway
