A good way to make a strong password is to just have the first characters of a long phrase, like " Bros before Hoes, but dat booty is 2 much for Me!" which as a password would be "BbH,bdbi2mfM!" another hint could be to use an age related event, so that you can use your age as numbers, and never have a punctuation mark at the end of your password as your only special character. another example could be "When I was 21 I got my first apartment. Rent was only $550!" which would translate to (making sure to capitalize I's) "WIw21Igmfa.Rwo$550!" (the extra special character is the period) Now your phrases would likely need to be shorter, because of max characters, but another way to do it would be to just repeat characters until the desired length is achieved. like if you wanted to make "I love Rick & Morty!" 12 characters just "IlR&M!IlR&M!" avoid dictionary words.

Remember the most important thing to password strength is length first, and uses of all 4 types of characters (upper+lower case, number, and special) second.
At least they gave you the rules. When I needed one for some classified stuff they wouldn't tell you the rules unless you failed to use one. Then they would only tell you what rule you didn't follow, not all the rules. So it'd take you several tries of failing just to find out what criteria your password needed to be acceptable.
