Cue 28 days later ‘rage zombies’,or Black Hawk Down Somalis not classic zombies but same format. Wave after wave of mindless enemies crashing against a survivor outpost.
What about disease and supernatural factors? The zombie genre has changed, somewhat, from just being the walking dead.

Necrotizing fasciitis, albeit a mutated/weaponized form that causes people to become aggressive and could spread through infected saliva, could do it, as could a mutated/weaponized form of rabies.
What if we had living zombies? There's a disease that causes flesh to fall off, and maybe if there was a parasite in the brain that made you do weird shit, one might be close to what we think of as a zombie... In that case, as long as it's dead it's defeated.
Thing about this question is that because zombies don't exist, we don't have definate rules about what they're like.
The concept is that a virus enables all those things somehow.
Unless you're talking fantasy zombies, in which case it's magic, so science can fuck right off.
