She's lucky the driver just slammed on the brakes and didn't rear-end someone, or her pelvis would be shattered and she'd have two kneecaps in her face.
That could actually still happen with a seatbelt (just less likely). That's why things like race cars require a 5-6 point harness. The extra straps go between the legs and are called anti submarine belts. The main reason she submarines like that was posture. She's leaning back with her feet on the dash. A seat belt wouldn't do much for her. Proper seating position is near upright with feet planetwwd and knees and elbows gently bent. The further you are from that the bigger odds of injury. I've seen someone submarine at the race track due to improper safety and they were hurt. Don't run race harnesses on the street though, it's not safer, it's more dangerous and stupid. I've done it and been fine, but was lucky. It's still stupid. Also (especially women) make sure the seat belt doesn't lay across your neck. If it does re position it (if the car can) or get a pad. It can cut your jugular.
