Breeders are licensed and bonded. They have to meet specific requirements, usually from the AKC and other organizations. I still think they're unnecessary, but at least they have standards.
I think this is a great idea. A common misconception is that cats and dogs in pet stores come from breeders, this is usually not the case and they in fact come from puppy mills which are essentially intense 'breeding factories' that often mistreat their animals. Actual breeders are independent and don't rely on pet shops.
I'm trying to see the big picture. Just think about this law a little bit deeper. Who is going to go and check all the individual animals in all the per stores in California? Of course it needs a new government agency and a number of animal agents to go and check every animal, meanwhile, there are only three people to go and check dams and roads and bridges. So you have a pet store, there's another law you have to abide by and a 500$ penalty for each pet, oh you're not going to pay that? We will get our money, who will pay for our agents then? If the problem is indeed the puppy mills, go and close them down, don't create a huge bureaucracy around this.
I understand your points but I think you need to look into puppy mills a little more. They DO try and shut them down, they are ILLEGAL (at least where I'm from). They are a big problem because it's different to control and handle a situation involving millions of live animals that, once the mill is taken down, have no where to go but shelters. Therefore making pet shops only take in shelter animals would decrease the amount of mills as they would not gain as much profit.
I always found it weird that you guys can buy cats and dogs at pet stores. They don't belong in cages, this is so absurd.

So you expect stores to sell pets that shelters and pounds can't give away? That's some real good thinking you did there, California. I'm sure the family that had their hearts set on a pure bred Golden Retriever will settle for that weird corgi-dachshund-beagle science experiment that somehow pees nonstop.
I don't like puppy mills, but I hate government regulation. People should be able to have any dog that suits their needs. Bring back the town square stockades for any asshole that abuses any animal. Rats,cockroaches, Mosquitos,ect, don't even need to suffer when they're disposed of. I think public shaming would work better for some crimes than prison. Plus, it would give folks something to do with produce that is going bad.
I'm shaking my head at these lazy bs politicians. Who votes for these morons, go do something useful, create jobs for the homeless, help educate those who dropped out ofschool, do something meaningful instead of sitting around creating bullshit laws
I didn't actually know what they mean by puppy mills. Is it really a rampant problem? Aren't there already any government agencies that deal with that?
Think before you talk. This is a very helpful bill, and being an attorney who analyzes legislation in California, I can tell you that there are plenty of bills being introduced that help the homeless and address education reform.
